Impiltur – The Forgotten Kingdom uses a modified version of Vulcano’s Weapon System which allows characters to equip weapons for which they do not possess the required weapon proficiency. Characters who do wield such weapons, however, receive a -4 penalty to their attack bonus while using these weapons per the Dungeons & Dragons 3.5e Player’s Handbook. Characters possessing the required weapon proficiency will not receive this penalty.
